Manpower: The absence of the resources required to complete tasks efficiently can be referred to as a lack of staff (insufficient or limited budget) and more generally, material shortages. For instance, if the necessary technology isn’t available or certain supplies are unavailable due then this could lead to delays or prevent work from getting done altogether.
Communication problems: A lack of communication between the decision makers and people responsible for implementation may lead to confusion, misunderstandings and an inefficient workflow. It is also difficult for employees to offer input and suggestions on the best way to solve problems when there are no clear channels.
Beliefs and attitudes: Sometimes, certain beliefs or attitudes within an organisation may not be in line with what is being preached. This can cause them to resist change. This may manifest itself as passive aggression when dealing with team members who don’t share their views further complicating matters as they try to move forward.
