All three of these interventions will fall within the scope of the emergency prevention phase. Primary prevention is taking measures to decrease the chance of disasters occurring. This includes public education about disaster preparedness, awareness and possible risks, and secondary prevention which involves efforts to limit potential damages from such disasters as the establishment of nurses stations at shelters. Tertiary Prevention focuses on recovering from such disasters. For example, creating support groups to help victims with post-traumatic Stress Disorder.
In facilitating these proposed interventions, I would work with local officials (e.g., emergency management personnel), healthcare providers (e.g., clinicians, first responders) and community partners & stakeholders (e.g., schools & churches). While local officials can help develop protocols for natural disasters, healthcare providers are more skilled in emergency care. It is crucial to establish community partnerships in order for residents to be involved with awareness campaigns/public-health initiatives and recovery efforts after an emergency.
